(ii) Transfer/Withdrawal/Deferment/Extension

Policy

Introduction:

Requests from students, who wish to defer or withdraw from their studies, or repeat a particular subject(s), will be checked to ensure that they comply with the requirements established. Students are informed of the status of their requests (Deferment, Transfer or Withdrawal applications) and given the necessary information and instructions timely. The transfer and/or withdrawal policy will be clearly communicated to all students via TCM and Healthcare’s College website, as well as its student handbook.

Definitions:

  • Transfer

Transfer refers to a student who changes the course of study but remains as a student of TCM and Healthcare College (TCMHC). An approved transfer request would require the original student contract to be terminated and a new student contract signed.

  • Withdrawal

Withdrawal refers to a termination of the student contract, in that the student is no longer a student of TCM and Healthcare College.

  • Deferment

Deferment refers to when a student decides to postpone taking a particular course/module to a later date.

  • Extension

Extension refers to when a student decides to lengthen the normal duration of the course by taking the modules in the course over a prolonged period of time. 

Policy:

TCMHC has an established transfer, withdrawal, deferment and extension policy based on established frameworks. It will maintain up-to-date records in hard copy and soft copy for at least 3 years which must be easy to retrieve for audit purposes. The policy for each category shall cover:

  1. Circumstances in which a transfer, withdrawal, deferment and extension application will be granted;

  2. Any additional fee payable;

  3. Status of the Student’s Pass for International Student (where applicable);

  4. Conditions for refund of any fee paid; and

  5. Time-frame for assessing and replying to any request for transfer, deferment, withdrawal and extension.

The policy will be communicated to students studying in TCMHC via the Student Handbook and TCMHC’s official website. Requests from students who wish to transfer, withdraw, defer or extension from their studies will be granted if they fulfill the requirements set out in this policy.

Transfer Policy

This policy appertains to any students who wish to change the course of their study while still remaining as a student of TCMHC. For an approved transfer request, the original student contract must be terminated and a new contract will be signed. The following is mandatory:

  1. All requests for course/module transfer must be made in writing (not verbally) via the “Application for Course Transfer Form”. Transfers will only be allowed if the student meets the entry requirements for the new course/module. This will be subject to TCMHC’s Academic Board approval. For Student Pass Holders (such as foreign students), transfer of course can only be made prior to submission of Student Pass to ICA. ICA stipulates that applicants who wish to apply for a new Student Pass in order to take up a different course are to submit an application for transfer of course of study at least 4 weeks before the course begins. The general processing time for the application to transfer course at ICA’s end is 5 working days. Some applications may take a longer time to process. Students below the age of 18 years are also required to obtain a written letter of consent from their parents or legal guardians if they wish to transfer from the course/module. In addition to this requirement, the student’s transfer application must be verified and approved by TCMHC’s Academic Board on a case-by-case basis.

  2. A transfer application fee of $107.00 is applicable for each transfer application and is non-transferable and non-refundable. Also, any applicable fees rendered by ICA for this transfer application must be paid. 

  3. All requests for Transfer must meet the requirements set out in Point 1. A representative from TCMHC’s Operations Department will reply to transfer applications upon receipt of the application within three (3) working days.

  4. Student will be notified of outcome within seven (7) working days.

 

Withdrawal Policy (Due to Non-Delivery of Course)

This policy appertains to any student who requests to withdraw from studying at TCMHC due to TCMHC’s Non-delivery of Course. The following is of importance:

1.     TCMHC will notify the Student within 3 working days upon knowledge of the following :

(i)    It does not commence the Course on the Course Commencement Date;

(ii)   It terminates the Course before the Course Commencement Date;

(iii)  It does not complete the Course by the Course Completion Date;

(iv)   It terminates the Course before the Course Completion Date;

(v)     It has not ensured that the Student meets the course entry or matriculation requirement  as set by TCMHC stated in Schedule A of the Student Contract within any stipulated timeline set by CPE, or

(vi)     The Student Pass Application is rejected by ICA.

2.     The Student is entitled to refund of the entire Course Fees and Miscellaneous Fees already paid should the Student decide to withdraw, within 7 days of the above notice. 

3.     The Student should be informed in writing of alternative study arrangements (if any), instead of having his/her Student Pass cancelled by default.

4.     A representative from TCMHC’s Operations Department will reply to withdrawal applications upon receipt of the application within 3 working days.

5.     Student will be notified of outcome within seven (7) working days.

 

Withdrawal Policy (For Other Reasons)

This policy appertains to any student who requests to terminate his/her study and ceases to remain as a student of TCMHC.

  1. All requests for course/module withdrawal must be made in writing (not verbally) via the “Application for Course Withdrawal Form”. Students below the age of 18 years are required to obtain a written letter of consent from their parents or legal guardians if they wish to withdraw from the course/module. In addition, student pass holders will be informed that there student pass may be cancelled if they withdraw from the school or are forced to withdraw from the school (e.g. caught for breaking Singapore’s law) especially where issues of student misconduct are concerned. All requests for withdrawal must be approved by TCMHC’s Academic Board.

  2. All withdrawals will be forwarded to refund process, where refund will be made in accordance to the refund table. The Student is entitled to refund of the entire Course Fees and Miscellaneous Fees already paid should the Student decide to withdraw, within seven (7) days of the above notice. 

  3. A representative from TCMHC’s Operations Department will reply to withdrawal applications upon receipt of the application within three (3) working days.

  4. Student will be notified of outcome within seven (7) working days.

 

Deferment/Extension Policy

This policy appertains to any students who request to postpone his/her study of a particular course/module for an established timeframe and who wishes to continue to remain as a student of TCMHC. The following is of importance:

1.     All requests for course/module deferment/extension must be made in writing (not verbally) via the “Application for Course Deferment/Extension Form”. Only the following reasons for deferment/extension will be considered:

(i)    Medical Reasons supported by a recognized Medical Certificate;

(ii)  Financial Insolvency supported by CPF and/or Bank Statements;

(iii) Death of loved ones supported by a Death Certificate;

(iv) National Service Training supported by a letter from MINDEF or equivalent overseas counterpart;

(v)  Compassionate Grounds due to Natural Disasters, and

(vi) Poor Academic Performance. Students below the age of 18 years are also required to obtain a written letter of consent from their parents or legal guardians if they wish to defer from, or apply for extension for, the course/module.

In addition to these requirements, the student’s deferment/extension application must be verified and approved by TCMHC’s Academic Board on a case-by-case basis.

2.     A deferment/extension application fee of $107.00 is applicable for each deferment/extension application and is non-transferable and non-refundable.

3.     Students are allowed to defer or extend up to a maximum of 1 year, failing which he/she will be deemed to have withdrawn from the course and would have to re-apply as a new applicant to sit for the course again.

4.     International Students who apply for deferment are required to cancel their student pass. Student needs to re-apply for student pass upon return to Singapore and the pass will be subject to Immigration and Checkpoint Authority’s (ICA) approval. Applicable charges and fees apply. (Please refer to the section below for more information).

5.     International Students who apply for extension of their course to take the same course at TCMHC are required to submit an application to renew their Student Pass 2 weeks before the expiry of the Student Pass, and the pass will be subject to ICA approval. Applicable fees and charges apply. (Please refer to the section below for more information).

6.     All requests for Deferment/extension must meet the requirements set out in Point 1. A representative from TCMHC’s Operations Department will reply to deferment applications upon receipt of the application within 3 working days.

7.     Student will be notified of outcome within seven (7) working days.

 

More Information for Student Pass Holders from ICA:

Student Pass Holders have to take note of ICA stipulations regarding Student Pass when deferment/extension.

The Student Pass for international students approved for deferment will be cancelled as required by ICA’s requirement that “foreign students must surrender their Student’s Pass for cancellation within 7 days from the date of cessation or termination of their study”. This is because deferment is considered as cessation from study. At no point may students stay in Singapore and extend their stay while pursuing other forms of fruitful or social activity, like working or studying in other educational institutes, unless the international student applies for a Social Visit Pass or other applicable passes at ICA website. Before the students leave TCMHC and return to their country, they have to make a declaration with TCMHC that they will return once their issues have been sorted out. The students will have to re-apply for Student Pass in accordance to ICA guidelines upon their return to Singapore, and will be required to re-approach TCMHC for signing of new Standard PEI-Student Contract. Students who do not return to resume their studies within the 12 months period shall be considered to have withdrawn from the course and any course fee paid shall be forfeited.

For international students who opt for extension of their course, these said students must renew their student pass via the SOLAR + system. Applications to renew a Student Pass are to be submitted via the SOLAR+ System 2 weeks before the expiry of the Student Pass. The general processing time for a renewal application is 5 working days. Some applications may take a longer time to process.

 

Transfer/Withdrawal/Deferment/Extension Procedures

The transfer/withdrawal/deferment/extension process includes the following step-by-step procedural aspects:

  1. Student requests for transfer/withdrawal/deferment/extension for the course that he/she had previously signed up, fills up Application for Course Transfer Form/Application for Course Withdrawal From/Application for Deferment/Extension Form, and submits the specified form to TCMHC.

  2. Operations Staff will notify student of the receipt of the application within 3 working days.

  3. Operations Staff will submit student’s application for approval by Academic Board. All applications are subjected to approval by the Academic Board on a case-to-case basis.

  4. For transfer/deferment/extension cases, Operations Staff will inform student about the new course details and will get the student to sign a new Advisory Note and Standard PEI-Student Contract. The existing student contract will be terminated.

    For withdrawal cases, finance will do the refund according to refund policy, refund Cheque will be ready within 7 working days. Student Pass, where applicable, will be cancelled.
